How holds happen

Warrants do not expire quietly and they do not respect parish lines. Someone stopped on I-12 in Livingston can be found to have an outstanding failure-to-appear from Ascension, an old traffic warrant from East Baton Rouge, or a matter pending in Tangipahoa. The arresting parish books them on the new charge and places a hold for the others. Every hold has to be satisfied before release.

The law on out-of-jurisdiction arrests

Code of Criminal Procedure Article 330.1 covers posting bail when someone is arrested outside the jurisdiction that issued the warrant. The mechanics vary by parish and by how the warrant was entered, which is exactly why local knowledge of each booking desk matters more here than anywhere else.
